Police officer shoots and kills unarmed homeless man

"An unarmed homeless man has been shot dead by police in Castaic, Los Angeles.

William Bowers, 51, had been riding a bicycle around 9pm when police officers tried to stop and question him on Tuesday night.

When he spotted them, he dumped the bicycle and fled on foot from the officers.

In an attempt to stop him, a deputy opened fire, hitting him once in the upper torso.

Bowers died at the scene.

According to one witness, the man was running from the police when he was shot.

He told KTLA-TV: ‘He jumped off his bike and started running, and the cop shot him.’

Sheriff Lt. Joe Mendoza said it is not yet clear why deadly force was used during the encounter.

He told The Times: ‘We don’t know why the deputy did what he did at this point because he has yet to be interviewed. No weapons were recovered at the shooting scene.’

‘We have a witness who says the man’s arms were at his sides. We have other witnesses who say his hands were in front of his waistband. The deputy had the best view.’

Police officers reportedly take any movement toward a waistband as a sign that a person is reaching for a gun.

The shooting is currently being investigated by the sheriff’s homicide and internal affairs bureaus and the Los Angeles County district attorney’s office."

Why did the deputy have the best view ?he was looking from behind so he could only see the man's back.
Doesn't say where the witness was placed.

But did they know he was unarmed at the time.Or did they just take no chances.
